The petitioner, an accounting executive with the Nassau County Department of Social Services, was dismissed from his position on the basis of two charges which were brought against him for (1) "misconduct and insubordination prejudicial to the discipline, good order and efficiency *158of the Department of Social Services” and (2) "dereliction of duty prejudicial to the discipline, good order and efficiency of * * * [his] employment.”
