MEMORANDUM OPINION AND ORDER

HANNAH, District Judge.

Pending before the court are Plaintiffs’ Motion for Preliminary Injunction and Defendants’ Motion to Dismiss. Upon careful consideration the court holds that Plaintiffs Motion for Preliminary Injunction is GRANTED and Defendants’ Motion to Dismiss is DENIED.
