Ford, Judge:
The merchandise involved in this case described as geared motors was imported from England and entered at the port of New York on May 16,1963. It was assessed with duty at 12% per centum ad valorem under paragraph 353 of the Tariff Act of 1930, as modified 'by Presidential Proclamation No. 3468, 97 Treas. Dec. 157, T.D. 55615, as articles having as an essential feature an electrical element or device.
