The Attorney General instituted this action in the circuit court of Pulaski County by petition for quo icarranto, challenging the validity of a statute enacted by the General Assembly of 1915, establishing municipal courts in certain cities of the first class. Acts 1915, p. 340. The statute does not mention any city by name, but the description of the territory in which it has application is so framed as to include only the cities of Little Rock and Argenta.
