GREENBERG, Judge:

This is a case of statutory construction. The appellant, David R. Gagne, appeals through counsel a November 8, 2013, decision of the Board of Veterans’ Appeals (Board) that denied entitlement to benefits based on service connection for a psychiatric disorder, to include post-traumatic stress disorder (PTSD), and a depressive disorder with mixed anxiety features. Record (R.) at 3-16. The Court has jurisdiction to review the Board’s decision pursuant to 38 U.S.C. § 7252(a).
