Petitioner filed its petition alleging: That the board of harbor commissioners of the Territory published a call for tenders for furnishing the materials and workmanship required in the construction of a wharf, shed and approach, at Kaunakakai, Molokai, according to specifications and form of proposal mentioned in the call; that, pursuant to the call certain sealed tenders of bidders, including petitioner’s were filed and opened by the board on June 10, 1925; that petitioner’s tender was made in all respects as required by the board, and in compliance with…
