The mayor of the city of New York with the consent of a majority of the Board of Aldermen, removed .the defendant from the office of city chamberlain, and appointed Mr. Platt, the plaintiff, in his stead. The latter applied to the comptroller to approve the bonds required by law to be given by him ; but the comptroller declined to do so on the ground that the alleged removal was ineffectual, or that he had had no sufficient evidence of the new appointment. The counsel for Mr. Platt insists that the bond required to be filed before he (Platt) can enter on the duties of the office of chamberlain, to which he claims to have been duly appointed, must be approved within fifteen days from the day on which he is notified of his appointment. The fifteen days expire to-day, so that scarce an hour is allowed to examine the numerous and important questions involved in the case.
