Appellants challenge an Interpretative Bulletin of the Equal Employment Opportunity Commission (“EEOC”) that they allege authorizes their employers to maintain pension plans that violate the Age Discrimination in Employment Act (“ADEA”), 29 U.S.C. §§ 621-634 (1976 & Supp. V 1981).
