RUTH BADER GINSBURG, Circuit Judge:

This case presents a first amendment free exercise clause challenge to the District of Columbia’s requirement that applicants for driver’s licenses provide the District with their Social Security numbers. The district court, based on a misreading of recent Supreme Court precedent, dismissed the case. Leahy v. District of Columbia, 646 F.Supp. 1372 (D.D.C.1986).
