The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Motor Vehicles (DOT) appeals from the April 23, 2002, order of the Court of Common Pleas of Lycoming County (trial court), which was filed on April 26, 2002. The order vacated DOT’s two-month suspension of Fairfield Ford/VW/Hyundai/Mitsubishi’s (Fairfield) official inspection station certificate; DOT imposed the suspension on Fairfield for “improper record keeping”1 in 2001.
