ORDER
ROSENBAUM, District Judge.
This matter is before the Court on cross-motions for summary judgment. 1 For the reasons set forth herein, plaintiffs motion is denied; defendants’ motion is granted in part and denied in part.
1. Background 2
This case arises from events- occurring at the beginning of plaintiffs nearly two-month stay at the Crow Wing County Jail, in the spring of 2002.
