Defendant appeals from a judgment of conviction rendered against him on a charge of violating section 29 of the Workmen’s Compensation, Insurance and Safety Act of 1917 (Stats. 1917, p. 831, as amended by Stats. 1933, p. 975; Act 4749, Deering’s Gen. Laws, 1931, p. 2272, as amended, Deering’s Supp., 1933, p. 1831). This act provides for a complete system of workmen's compensation cover ing industrial accidents, liability of the employer for Avhich is entirely independent of negligence, creates a tribunal known as the Industrial Accident Commission to pass on and determine all claims for such…
