In this original mandamus proceeding, the relator, the School Building Authority of West Virginia [hereinafter SBA], requests this Court to determine the SBA’s authority to issue refunding bonds to discharge those SBA bonds issued prior to this Court’s decision in Winkler v. State School Building Authority, 189 W.Va. 748, 434 S.E.2d 420 (1993). The respondent, Dr. Henry R.
