Petitioner, Deborah D. Kirk, appeals from a judgment of dismissal entered on an order sustaining the demurrer of respondent; The Board of Regents of the University of California (hereafter referred to as The Regents), to her petition for a writ of mandate demanding her reclassi fication from a “nonresident” to a “resident” student.
