Baldo Bello, a police officer employed by the Village of Skokie and a staff sergeant in the United States Marine Corps Reserve, has sued Skokie; police chief Anthony Scarpelli; deputy chief Alfredo Lopez; commander Michael Krupnik; Christa Bal-lowe, the Village’s personnel director; and Albert Rigoni, the Village’s manager and chief administrative officer, who has since been dismissed.
