The City of Miami, Miami-Dade County (“the County”), the Village of Pinecrest, and the City of South Miami, et al., supported by amicus curiae, appeal the same Final Order on Certification rendered by Florida’s State Siting Board, including a Recommended Order and approved Conditions of Certification, which permits appel-lee Florida Power & Light Company (“FPL”) to construct and operate two new nuclear generating units and associated facilities at Turkey Point, in addition to allowing FPL to install miles of new transmission lines.
