delivered the opinion of the court.

This is an appeal from an order of mandamus entered November 5, 1924, requiring the members of the Board of Commissioners of Cook County to appropriate the sum of $100, at a regular meeting to be held during the first quarter of the fiscal year commencing on the first Monday of December, 1924, in favor of William E. Bexses, the petitioner and relator, and requiring the necessary formalities by the proper county officers for the issuance and payment to the relator of a warrant for that sum.
