This is a mandamus proceeding in which respondents appeal from a judgment of the circuit court overruling their demurrer to the petition, by which they abided, and awarding a writ of mandamus to compel the treasurer of Cook county to countersign certain warrants and to deliver them to tlie county comptroller for delivery to the petitioners.
