The Public Advocate, as authorized by 35 M.R.S.A. § 1-A(4)(J) (Pamph.1983-1984),1 *179brings this appeal from a decision of the Public Utilities Commission (PUC) entered October 21, 1983. That decision purported to implement a remand order rendered by this court on April 12, 1983, in Central Maine Power Company v. Public Utilities Commission, 458 A.2d 739 (Me.1983). On this appeal, brought pursuant to 35 M.R.
