CUMMINGS, Chief Judge.
Gould, Inc. (“Gould”) filed suit in the Western District of Wisconsin challenging the constitutionality of Wis.Stat. §§ 16.-75(8), 101.245 (1981), which blacklist labor law violators. Both parties filed motions for summary judgment. The district court granted Gould’s summary judgment motion, holding that the National Labor Relations Act, 29 U.S.C. § 151 et seq. (the “NLRA”), preempted the state statutes. In a later hearing, the district court awarded Gould attorneys’ fees under 42 U.S.C. § 1988.
