This matter is before the board on an appeal filed by Sellersville Borough (Sellersville) from an order of the Department of Environmental Resources (department).

In this order, dated March 10,1972, the department made findings that the sewage treatment facilities of the Perkasie Borough Authority (authority) to which the Sellersville sewer collection system is “tributary” was receiving a waste load equal to or in excess of the load for which the facilities were designed and that such “hydraulic overloading” of these facilities was resulting in pollution or a…
