FINCH, Judge.

This is an appeal from a judgment issuing a peremptory writ of mandamus requiring the Mayor and Councilmen of Kansas City to pass an ordinance calling a referendum election involving four utility-tax ordinances enacted by the Council as emergency measures on September 9, 1968. We reverse.

We have jurisdiction. The record affirmatively shows that the four ordinances in question would provide taxes which would approximate $4,800,000 on the basis of a twelve months period. The ordinances were to be effective immediately and would terminate on June 30, 1969, so that the taxes involved…
