OPINION AND ORDER
SCHEINDLIN, District Judge.
The New York City Parks Department owns and manages more than 1,700 parks, playgrounds and recreation facilities. 1 These properties range in size from ball-fields and swimming pools, at the small end of the spectrum, to flagship parks such as Pelham Bay in the Bronx and Central Park in Manhattan (a total of more than 28,000 acres).
