SUMMERS, Chief Justice.
This is an appeal from the denial of an application for writ of mandamus. The facts are undisputed: Projects American Corporation (Projects American), owner of certain real property situated outside the corporate limits of any city and located wholly within Van Zandt County, decided to subdivide the same to create and develop a subdivision. Projects American caused a plat to be made of the property, in accordance with Tex.Rev.Civ.Stat.Ann. art. 6702-1, § 2.401 (Vernon Supp.1985).
