In this case, we must determine whether the State of Oklahoma, through its Department of Public Safety (“the Department”), may, consistent with the First Amendment, prohibit members of the Oklahoma Highway Patrol from displaying political signs at their private residences, even if the signs were placed there by members’ spouses. L.D.
