McAULIFFE, District Judge.
This civil litigation arises out of the administrative forfeiture of a 1997 Dodge Viper by the United States Department of Treasury. Invoking the provisions of 28 U.S.C. § 1331 and the Administrative Procedures Act, 5 U.S.C. § 702, Laconia Savings Bank (“LSB”) filed an action seeking a judicial declaration that the forfeiture of that vehicle, in which LSB had a security interest, was invalid, and an order compelling the government “to return the proceeds obtained from plaintiffs property.” Complaint at 4.
