I. INTRODUCTION

Plaintiffs, the Federal Trade Commission (“FTC”) and the New York State Attorney General, commenced this action under Section 13(b) of the Federal Trade Commission Act, 15 ' U.S.C. § 53(b) *651(“FTCA”); Section 814 of the Fair Debt Collection Practices Act (“FDCPA”), 15 U.S.C. § 1692Z; New York Executive Law § 68(12); and’ New York General Business Law § 349 .and § 602 for Defendants’ alleged abusive and deceptive debt collection practices.
