BUTZNER, Circuit Judge:

This appeal involves a dispute between Deering Milliken, Inc., and the General Counsel of the National Labor Relations Board over the district court’s ruling that certain documents are exempt from disclosure under the Freedom of Information Act, 5 U.S.C. § 552. Deering Milliken appeals the court’s decision exempting 56 of these documents and contends that all documents in issue should be disclosed.
