WIGGINS, Justice.
The plaintiffs in this appeal are Molo Oil Company, Mulgrew Oil Company, and DRBE Properties, L.L.C. (collectively referred to as “landowners”). 1 The landowners filed a petition seeking certiorari, declaratory, and injunctive relief after the City of Dubuque adopted an amendment to its zoning ordinance as part of the city’s master plan to transform the Ice Harbor area from an industrial area into a pedestrian-oriented environment.
