SMITH, Judge:

This opinion and order concern the Court’s review of the Reform Plan filed by the School District of Philadelphia on February 15,1995 in accordance with the Court’s opinion and order dated November 28, 1994. The Court required the School District to develop a plan to eliminate racial disparities in academic achievement and educational opportunities within the school system.
