SMITH, Judge.

Trial was conducted in this case on the issue of the liability, if any, of the Commonwealth of Pennsylvania and its Governor and the City of Philadelphia and its Mayor to pay any additional costs necessary for the School District of Philadelphia to comply with the Court’s November 28, 1994 remedial order.
