Veteran Paul Johnson, Jr., appeals through counsel an April 28, 2014, Board of Veterans’ Appeals (Board) decision that denied him entitlement to an increased disability rating for a skin condition. Mr. Johnson argues that the Board erred when it determined that topical corticosteroids are not “systemic” therapies pursuant to 38 C.F.R. § 4.118, Diagnostic *499Code 7806 (dermatitis or eczema), and that the Board provided inadequate reasons and bases for its determination that Mr. Johnson was not entitled to a disability rating for scarring.
