MEMORANDUM DECISION AND ORDER

INTRODUCTION

Before the Court is plaintiffs Motion for a Temporary Restraining Order and Preliminary Injunction (Dkt. 2). The Court heard argument on March 2 and permitted counsel to submit post-argument briefing. After considering the arguments of counsel, the Court will deny the request for a preliminary injunction as explained in this decision.1
