| T This appeal stems from the termination of parental rights of appellant, Jacob Earls, to his children, twins S.M. and D.M., both born on July 16, 2014. After the twins tested positive for methamphetamine, appellee, the Arkansas Department of Human Services (hereinafter “DHS”), initiated dependency-neglect proceedings on July 30, 2014, and ultimately the termination of parental rights proceedings that are the subject of this appeal.
