TORRUELLA, Circuit Judge.

On April 24, 1995 the integrated tug and barge Zorra (“ITB Zorra”) 1 caught fire in the harbor in Guánica, Puerto Rico, and was substantially destroyed.

The ship’s owner, Pan American Grain Manufacturing Co. (“Pan American” or “appellant”), filed an action-in admiralty against, inter alia, the Puerto Rico Ports Authority (“PRPA”), the owner of the Guánica docking facilities, and Procesadora de Granos, Inc.
