Before us for consideration is the issue of whether the Pennsylvania State Athletic Conference (PSAC) is an “agency of the Commonwealth government” because it is a “constituent part” of the Pennsylvania State System of Higher Education (SSHE), and that any equity action taken against it should be brought in this Court’s original jurisdiction.
