Taylor, President .Judge of Huntingdon County (appellee Judge Taylor), Larry D. Sather, Lee R, Wilson and Merle E. Steininger, County Commissioners of Huntingdon *25County ánd the County of Huntingdon (appellee Commissioners) and dismissed a complaint filed by Peggi M. Brown (Appellant).
