On October 16,1987, Karon M. Marzec, a female employee of the United States Army corps of Engineers (the “Corps”), filed suit alleging she was intentionally denied a promotion on the basis of her sex in violation of Title VII of the Civil Rights Act of 1964, Pub.L. No. 88-352, 78 Stat. 241 (codified as amended at 42 U.S.C. §§ 2000e et seq. (1981 & Supp. 1 1992)). On December 2, 1988, she amended her complaint to add a claim of unlawful retaliation under Title VII. The ease was tried to the court 1 on November 15-16,1989.
