Plaintiff, a state convict confined in the Missouri State Penitentiary, has submitted in this Court his “petition for recovery of damages” in which he invokes federal jurisdiction under Sections 1983 and 1985 of Title 42, United States Code, the Federal Civil Rights Act, and Section 1343 of the same title.
