Roscoe Campbell filed applications for disability insurance benefits (DIB) and Supplemental Security Income (SSI) with the Secretary of Health and Human Services (Secretary) pursuant to Titles II and XVI of the Social Security Act (Act), 42 U.S.C. §§ 301 et seq., alleging disability due to hyperthyroidism, a spinal injury, neuropa-thy and a nervous disorder. The Secretary denied his applications after an administrative law judge (AU) held that he was not disabled and thus not entitled to benefits.
