Respondents-Appellees petition for rehearing and rehearing en banc. Previously, we held that Petitioner-Appellant Christopher Todd Williams’ federal habeas petition was timely because his appeal to the Oklahoma Court of Criminal Appeals (OCCA) from the denial of state post-conviction relief was “properly filed” within the meaning of 28 U.S.C. § 2244(d)(2), thereby tolling the one-year limitation period in § 2244(d).
