MEMORANDUM OPINION

LEON, District Judge.

In this “reverse-Freedom of Information Act” case, plaintiff GS New Markets Fund, L.L.C. (“plaintiff’ or “GS”) seeks to enjoin the United States Department of Treasury, Community Development Financial Institutions Fund (“CDFIF,” “Agency,” or “Fund”) from releasing any portion of plaintiffs New Market Tax Credit Allocation Application (“Application”) pursuant to requests made by third parties under the Freedom of Information Act, 5 U.S.C. § 552 et seq.
