This is a reverse-Freedom of Information Act (FOIA), 5 U.S.C. § 552 (1982), action in which Occidental Petroleum Corporation seeks to prevent the Securities and Exchange Commission from releasing documents it obtained during its 1977 investigation into whether the company engaged in bribery of, or otherwise made questionable payments to, foreign officials.
