OPINION

WOZNIAK, Judge.

Yellowbird, Inc. appeals from an order of the Minnesota Transportation Regulation Board granting MSP Express, Inc.’s petition for a certificate of public convenience and necessity as a regular route common carrier of passengers and their baggage between the Minneapolis-St. Paul International Airport and Burnsville, Savage, Shakopee, Faribault and Owatonna. Yel-lowbird contends that the Board’s decision is arbitrary and capricious, is not supported by substantial evidence, and is based upon unlawful procedure. We reverse and remand.
