This case presents an appeal as provided for by-chapter 107, p. 235, of Sess. Laws 1910-11.. January 26, 1912, there was filed in the office of the Secretary of State Initiative Petition No. 23, State Question No. 38, which sought to submit a proposed constitutional amendment entitled, “A bill entitled an act proposing a new section to the Constitution of the state of Oklahoma, to be in lieu of section 31, art. 6, creating a State Board of Agriculture, providing qualifications and duties of members and the manner of electing same.” The petition was circulated and filed in the said office on…
