In this pre-award bid protest, plaintiff— the incumbent contractor — challenges the government’s decision to obtain services using a procurement vehicle under which it cannot compete for an award. Plaintiff contends that the selection of this procurement vehicle was made arbitrarily and in bad faith, and seeks a preliminary injunction against its use.
