Johnson, Judge:

This is a protest against the collector’s assessment of duty on merchandise described as milk cups at 10 cents per dozen pieces and 45 per centum ad valorem, under paragraph 211 of the Tariff Act of 1930, as modified by the Torquay Protocol to the General Agreement on Tariffs and Trade, T. D. 52739, and the President’s letter of notification of October 31, 1951, T. D. 52857, as decorated earthenware tableware, valued under $2 per dozen.
