This is a petition for a writ of habeas corpus brought pursuant to 28 U.S.C. §§ 2241(c)(3) and 2254(a) and (d)(6).
An understanding of the basic facts alleged by the petitioner is necessary so as to place in proper perspective the disposition of this petition by this Court.
