Petitioner has been licensed to practice medicine in New York since 1982. He came under scrutiny due to his purchase of *1504oncological drugs from Canada, which federal investigators suspected — and petitioner steadfastly denied — he had inappropriately billed to Medicare. The investigation was ultimately resolved by a settlement agreement wherein petitioner and his wife agreed to pay the United States certain sums without making any “admission of liability.”
