The Chief and five ranking officers of the Metropolitan Police Department of the District of Columbia appeal from the District Court’s decree granting equitable relief to the plaintiffs. The named plaintiffs are eleven individuals who participated in one or more demonstrations in Washington in 1969-71, and the Washington Mobilization Committee and the Committee to Defend the Conspiracy, two unincorporated associations that assisted in organizing some of the demonstrations.
